Thx for the ipoque tip. I already tested lynanda and it is not only very complicated to set up, but also not very reliable in detection. Currently we are going to test packeteer. (which is very expensive) . ipoque offers a free version for evaluation, which can detect Skype and encrypted p2p very reliable. If the can really do this at wirespeed this can become an option for us.

new technology seem to have arrisen in the last couple of months. before it was quite difficult to block skype and other obfuscated traffic but recently the german company Ipoque has made a skype blocking appliance, and also the french based company Lynanda has made an opensource skype and P2P blocker. I tried it and it unfortunately works very well (check there http://www.lynanda.com/products/software-for-corporations/traffic-filtering)
i guess other big ISPs are going to follow the same policy because in european countries, the decision comes from a independent organization
