Will We Ever See Free WiFi in the UK?

Engadget reports that New Orleans Mayor Ray Nagin wants to build a free city-wide WiFi network within a year.  San Francisco has also invited tenders for developing a city-wide WiFi network from potential bidders including Google.

These stories, together with a  post over the weekend by Scobie about his experiences in London and the lack of WiFi access, which highlighted for him that the US is very different to the rest of the world got me thinking - will we ever see Free WiFi access in the UK?  Will the level of net usage in the UK ever match that of the US, such that users will want broadband access on the move or will they be happy to live with the ever improving online services offered by mobile companies?
